Bill's solution will get you part of the way. You will need to create a
second location for that last and place it in Merrick county. Even though
there is a track that enters Merrick county, ebird places the list at the
pin of the hotspot or personal location that you use.
Neale woods is another place where this happens, so we have 2 hotspots, one
in Douglas and one in Washington.
